Education

He received primary education in the school of walls from 1949 until 1952 and at school between St. Gabriel Catholic Kondoa from 1953 to 1956. Later in Secondary School St. Francis (Pugu) in 1957 until 1962 where he studied the Form One to Six. In 1963 he joined the University of East Africa which is now the University of Dar es Salaam where he graduated first degree in law in 1966.

Careers

On April 5, 1966 he was employed in the Office of the Attorney General that the attorney. In 1968 he was transferred for a while (seconded) that the lawyer of the Permanent Commission of Inquiry until 1969. Between 1969 to 1972 he worked as an attorney in charge in the region of Arusha and later was appointed Attorney General Office of the Attorney General . In 1975 to 1976 he was General Manager of The Law Society of Tanzania (Tanzania Legal Corporation). In 1976 he was appointed as Deputy Attorney General of the United Republic of Tanzania has continued to work with it until 1977.

In 1977 he was appointed Attorney General of Zanzibar, which he did until 1983. Between 1984 and 1985 he was Chairman of the Law Reform Commission. On November 5, 1985 he was appointed Minister of Justice and Attorney General until 1993 when he was appointed Judge of the Court of Appeal of Tanzania until he retired Public Service in 2008. Between 2009 and 2011 he was Chairman of the Ethics Secretariat Ethics Leaders Public.

On 19 December 2011 until now is the Chairman of the National Electoral Commission.
